said Tuesday that it has narrowed its guidance for its fiscal third quarter. The chipmaker shaved a penny off each end of its adjusted earnings guidance. It now expects profit, excluding one-time items, of 58 to 62 cents per share in the quarter that ends on Dec. 31. Analysts expected earnings of 60 cents per share, according to FactSet. The company, which is based in Chandler, Ariz., said it now expects fiscal third-quarter revenue to be down between 1.5 and 4.5 percent from the previous quarter. It had expected revenue to be flat or down as much as 6 percent. Based on revenue of $492.7 million in the fiscal second quarter, which ran through September, that would mean the company expects revenue between $470.5 million and $485.3 million. Analysts expected revenue of $478.8 million. Microchip Technology CEO Steve Sanghi said in a statement that the company expects revenue for the quarter ending in March to grow compared with the December quarter. Key Officials Advocate Nsa, Cyber Command Leadership Be Split Up

Some current and former officials say that the NSA and Cyber Command have fundamentally different missions spying and conducting military attacks and that each deserves its own leader. Earlier this month, a spokesman for Clapper, Shawn Turner, told The Washington Post that Clapper thought that there are a number of potential benefits to having separate leaders at NSA and Cyber Command and that its important to take a thorough look at the possibility of separating the positions. Supporters of the current structure chief among them Alexander say that the current arrangement makes sense given that Cyber Command and the NSA operate on the same networks and that Cyber Command is highly dependent on the NSAs ability to gain access to adversaries computer systems for intelligence and to conduct potential operations. The two entities operations centers sit side by side at Fort Meade, with personnel moving freely between the two. Whatever the outcome, said a senior administration official, the key is to ensure that the interdependencies between Cyber Command and NSA can be preserved. Said the official: You wouldnt want Cyber Command and NSA dueling for resources. Jeremy Bash, a former chief of staff to the secretary of defense and to the CIA director, agrees that the current arrangement should be preserved to avoid duplication of effort. But, he said, if the decision is made to split the leadership, whether a military or civilian official leads the NSA is immaterial. People can use it to launch campaigns, program posts for certain times and channels, and monitor the response among users. In October, the company said third-quarter revenue was 150% above the same period a year earlier. The privately held company does not disclose specific financial details. Having tripled its workforce to 300 in 2012, it has increased staffing this year to 400 employees and is still hiring. Founder and CEO Ryan Holmes said the company is now focusing on geographic expansion beyond its core markets of the U.S. and Canada.
